  Inter-Library Loan Journal Articles or Newspaper Microfilm Request

Requests for JOURNAL ARTICLES normally take 2 to 4 weeks to get; highly specialized materials may take longer. Most journal articles can be obtained without a charge but some libraries charge for service and postage. The St. Louis County Library passes along such charges to patrons. Requests for NEWSPAPER MICROFILM may take 3-6 weeks to get. Newspaper microfilm must be used in the library. Microfilm reader/printers are located at the Headquarters branch. Most newspaper microfilm can be borrowed without a charge, but some libraries do charge for service and postage. The St. Louis County Library passes along such charges to the patron.

The copyright law of the United States (Title 17, United States Code), governs the making of photocopies or other reproductions of copyrighted material. Under certain conditions specified in the law, libraries and archives are authorized to furnish a photocopy or other reproduction. One specified conditions is that the photocopy or reproduction is not to be "used for any purpose other than private study, scholarship, or research." If a user makes a request or later uses a photocopy or reproduction for purposes in excess of "fair use," that user may be liable for copyright infringement. In addition, copyright law limits photocopies of journal material to one article per issue and book length material to one section or chapter. Journal articles less than five years old are also more restricted than older material. This institution reserves the right to refuse to accept a copying order, if, in its judgement, fulfillment of the order would violate the copyright law. Finally, patrons must sign a copyright release form before photocopied material is given to them.
